Objectives

Settlement Regulation Socioeconomic Development

Formalize the settlement of the Bedouin population currently living outside permanent settlements or in an unregulated manner in such settlements Plan a high-quality physical space that will enable convergence into settlements alongside a response to the needs of natural growth Develop neighborhoods in existing and new settlements including development of infrastructures Promote land compromises in strategic ownership claims in favor of housing, commerce and industry in the Bedouin local authorities in the Negev

Strengthen economic and organizational aspects of the local authorities of Bedouin settlements in the Negev and positioning these authorities as a leading factor in Bedouin society Improve government responses in socioeconomic fields via a civilian company that supplements state and local government activity

Increase governance and utilizing community potential of Bedouin society in the Negev

Reduce disparities and expand achievements in fields of education and academia, and increase integration in employment Reduce infrastructural disparities in public buildings, transportation and public transport, classrooms, employment and industrial zones
