12. According to foreign experts, China's counterfeiting empire is so widespread that it accounts for 70 percent of the world's fake goods and is notoriously difficult to eradicate. Text I (Questions 13-17)

When Franklin D. Roosevelt was elected president in 1932, the U.S. was in the midst of the Great Depression. Chronic unemployment, large and small business failures and the collapse of countless banks spread with epidemic swiftness and virulence. To combat these difficulties, Roosevelt, in his inaugural speech, offered his fellow citizens a “New Deal.” This “New Deal” was to do more than revitalize the sick economy. It also promised to 5 infuse the entire economic system with a social conscience. Roosevelt subsequently converted these words into deeds by successfully passing a great number of new laws concerning economics and social welfare. These laws not only succeeded in providing employment and other forms of economic relief, but also set in motion an innovative and irreversible trend in American society. By using federal or public 10 funds to finance the welfare needs of the people, the government was involving itself in areas which were once the exclusive preserve of the private sector of the economy. For the first time the government began to oversee the welfare needs of the country. Many businessmen claimed that the New Deal was cutting into the very heart of the free enterprise system of the U.S. They saw it as a form of “creeping socialism” which, in 15 time, would totally undermine the work ethic crucial to the success of American capitalism. The end result would be the establishment of a “Welfare State” in which most or all social and economic services would be dealt with by the government. However, supporters of the New Deal were convinced that there was no alternative. Private sector forces obviously could not relieve the economic problems of the nation, and therefore it was the moral duty 20 of the government to act decisively.
