Chapter 6: Antisemitism and Indoctrination Promoting the Destruction of Israel in UNRWA Institutions

The UNRWA agency was established in December 1949 by the UN General Assembly for “Palestinian refugees. “ Today, it operates in Gaza, Judea and Samaria (including East Jerusalem), Lebanon, Jordan, and Syria. The agency is estimated to educate about 545,000 children in various schools. 84 In recent years, numerous studies have shown that the UNRWA educational system promotes anti-Israeli indoctrination. The studies showed that the agency’s textbooks are filled with content that encourages violence and the academic staff advocates for terrorism against Jews and the State of Israel. 85

UNRWA Schools The agency is responsible for 389 primary and secondary schools in Judea, Samaria, and Gaza out of 3,190 schools operating in Palestinian territories. 86 Below are data reflecting the number of UNRWA schools during the 2022–2023 school year, (Note that the data represent the state of the Palestinian educational system before the war following the attack on 7/10): • The number of UNRWA schools in Gaza reached 283, and in Judea and Samaria, 106. • The number of UNRWA school buildings in Gaza reached 182, and in Judea and Samaria, 93. • The number of students in UNRWA schools in Gaza reached about 293,000, and in Judea and Samaria, 46,000 students. • The number of teachers in UNRWA schools in Judea and Samaria reached about 2,000 teachers, and in Gaza, 9,000 teachers.
