11. As the company has grown, government contracts have declined from 75% of the company's sales eight years ago, to 25% today.

(1) While the size of the company has increased over the past eight years, it declined to sign new contracts with the government. (2) Although the company has grown, its sales have fallen dramatically, due to a fall in its number of government contracts. (3) The growth of the company over the last eight years has forced it to significantly reduce its sales to the government. (4) Government contracts constitute a much smaller share of the company's sales today than they did eight years ago, while the company has grown.

12. The new prime minister annonced that any available funds left at the end of the year will be set aside for education.

(1) At year's end, the education budget will receive any remaining money, said the new prime minister. (2) The newly elected prime minister annonced that any funds designated for education will be spent at the end of the year. (3) The prime minister said that education budget is expected to have a surplus by the end of the year. (4) Any money left over from the education budget will be set aside at the end of the year.
