Introduction

Dear families, Alongside the immense difficulty involved in describing in words what you are going through, we are continuing to do everything in our power to refine and improve the solutions provided to you in accordance with your changing personal circumstances. In this booklet, all the rights granted to you by the various government departments, which constitute part of the services and resources available to you during these difficult times. To help you exercise these rights, we invite you to meet the professionals accompanying you on behalf of the Administration and the government departments. It is important to point out that alongside publication of this booklet, legislative proceedings are underway aimed at creating further solutions. The rights described in this booklet are correct as of the date of publication and are periodically updated. A. Personal and Family Support

The Kidnapped and Missing Persons, Returnees, and their Families Administration, together with the various government departments, provides you with personal liaisons and a variety of relevant professionals. Each family of a captive, missing person, or returnee has been allocated a civilian-personal liaison by the Administration, whose role is to address all the unmet civilian needs identified by the family representatives. The liaison is available 24 hours a day and serves as a direct link between you and the government ministries in order to provide a quick and accessible response. Working at the Administration are family case counsellors who coordinate all the family-related issues with government and ministerial officials and with the heads of various fields within the Administration including housing, finance, digital, property tax, health, social security etc. Furthermore, each family is accompanied by a Social Security (Bituach Leumi) rehabilitation officer, a social worker from the Ministry of Welfare, and a lawyer from the Ministry of Justice who provides legal assistance. The state also provides returnees and their families with a coordinating nurse appointed by their Kupat Cholim and the Ministry of Health. Alongside the civilian liaisons and professionals, each family is appointed a liaison officer from the IDF Human Resources Directorate, whose role is to accompany and update the family on all operations and intelligence related matters regarding the status of the captive/missing person. All the people and entities accompanying the families work collaboratively and update each other to synchronize information and to ensure that the responses given to you best meet your needs. The role of the Administration's Policy and Government Relations Division is to identify legal needs which require legislation and policy resolutions, and to advance them with the relevant professional entities and policy makers.

B. Compensations and Grants Social Security A quarterly payment to promote efforts to release and locate hostages and missing persons in accordance with Benefits to Family Members of Missing Persons or Hostages in Hostile Act or War Law-2023: ■ Family members (parents and partners) will receive a quarterly payment of 90,000 NIS that will be provided according to the specific family composition of each captive/missing person. ■ The payment will be made equally to the parents and partners: 45,000 NIS to the parents and 45,000 NIS to the partner. Quarterly Payment to Siblings/Children of Captives/Missing Persons: ■ Children aged 21 and over and siblings aged 22 and over will receive a quarterly payment of 21,000 NIS each. ■ Note: a stepbrother/stepsister will also receive the payment if they meet the following criteria: Their biological parent and stepparent were married or were common-law partners, they lived with their parents until age 22, and were not in the custody of their other parent. ■ Following a legislative amendment, quarterly payments were made on March 4, 2024 to children and siblings aged 18-21 who had not previously received payments - payment was made retroactively from October 7, 2023.

Frequency of Payments:

■ The payment will be made automatically once every three months, for as long as the captives have not been returned / the missing persons have not been located.

Important: ■ The family members will still be entitled to the payment in the event that the captives are determined to have been murdered and their body has yet to be returned. ■ Family members who have already received payments will not be required to repay it if, during the payment period, the captives are returned / the missing persons are located. ■ Family members of captives and missing persons from events other than October 7, 2023 will also be entitled to the payments. ■ Those recognized as captives will be treated by the NII as victims of hostilities after their release. Monthly Compensation in accordance with The Benefits for Victims of Hostile Acts Law-1970:

■ Partners of captives/missing persons are entitled to a regular monthly payment and to various supplements to that payment. ■ The payment to partners also includes supplements for children of the captives/missing persons until they reach age 21.

A Divorcee of a Captive/Missing Person who has not remarried: ■ Is entitled to a payment if he/she meets the following criteria: • He/she was at least 40 years old at the time of the abduction/ disappearance or is the parent of the captive's/missing person's child. • The captive or missing person is obligated to pay alimony according to a ruling by a civil court or other qualified court, in accordance with a written agreement. ■ The sum paid will be determined according to the sum of the alimony. A Divorced Woman or Man in Custody of a Child of the Captive/Missing Person: ■ Will receive a monthly payment for the child until they reach the age of 21. The sum of the payment: 5,912 NIS (as of November 2021). For more information on payments to partners of a captive/missing person, scan the code > Benefits for Parents of Captives/Missing Persons ■ Parents of captives/missing persons will receive a monthly payment according to the composition of the family, regardless of their income. ■ A single parent will receive a payment of 80% of the sum paid to a couple of parents - 7,013.93 NIS. ■ Parents with more than one captive/missing child will receive a payment of 200% (according to family status). ■ A supplementary sum will be paid for each sibling up to age 22 who is supported financially by the parent, as follows: • For one sibling: 20% of the sum paid to a couple of parents - 1,753.48 NIS. • For each additional sibling: 11% of the sum paid to a couple of parents - 964.42 NIS.

Payment to a widowed parent: ■ A widowed parent who has reached the mandatory retirement age (for men or women) will receive a supplement for financing special needs of 1,452 NIS per month. Payments to parents without income: ■ Parents of captives/missing persons whose income from any source - except a senior citizen's pension, survivor's pension up to the sum of a senior citizens pension, child allowance, periodic payments received as compensation for impaired health caused by Nazi persecution, a general disability pension from the NII, a disability pension paid in accordance with the Disabled Persons Law (except for special payments), and a pension paid in accordance with the Fallen Soldiers Families Law - does not exceed 500 NIS a month for a couple or 400 NIS a month for a single parent - will be entitled to monthly payment of: • 1,120.99 NIS for a couple of parents. • 1,401.87 NIS for a single parent.

Payments to separated parents: ■ The NII is entitled to pay each of the separated parents a sum to which a single parent is entitled (80% of the sum paid to a couple of parents). For payments to parents of captives/missing persons, scan the code > Payment to a child both of whose parents are captive or missing: ■ A child both of whose parents are captive or missing may be entitled to payments and benefits in accordance with the Victims of Hostilities (Pensions) Law. The sum of the payment: • To a child under the age of 18 - 5,743.88 NIS (from 01.07.2023). • To a child from age 18 - 9,986.76 NIS (from 01.07.2023). Payments in accordance with the Victims of Hostilities (Pensions) Law-1970: Payments related to marriage, bar/bat mitzva and childbirth: ■ A marriage payment to children with a parent who is captive/missing. ■ A bat/bar mitzva payment to children with a parent who is captive/missing. ■ A payment to the partner of a captive/missing person whose children marry. ■ A childbirth payment to parents of a captive/missing person. Annual Convalescence Payment: ■ An annual convalescence payment (equivalent to 8 convalescence days a total of 3,592 NIS) for each eligible person. ■ Who is eligible for the annual convalescence payment? • Partners of captives/missing persons who receive ongoing payments. • Parents of captives/missing persons who receive ongoing payments. • Children both of whose parents are captive or missing, are over the age of 18, and who receive ongoing payments. Loans for personal needs and special expenses: ■ Partners and parents may be eligible for loans to assist in financing a child's wedding or bar/bat mitzva. ■ Partners, parents, and children both of whose parents are missing or were abducted can also receive a loan for personal needs once every three years. Assistance in covering debts: Parents, partners and children both of whose parents are missing or captive, and who have accumulated debts as a direct result of the tragedy or who are having difficulty contending with previous financial commitments, or whose rehabilitation has failed and who have business-related debts - can submit a request for assistance up to three years from the day of abduction/disappearance. Participation in costs of installing or using a telephone: ■ Parents are eligible for a one-time reimbursement of 50% of the cost of installation or transfer of telephone in their private home. The sum of reimbursement: up to 206 NIS for installation costs and up to 48 NIS for transferring an existing telephone line.

Participation in costs of using a telephone: Partners, parents and children both of whose parents are missing or were abducted will receive an annual reimbursement of 293 NIS (as of January 2023) for participation in the costs of using a telephone. The reimbursement is paid automatically once a year in January. For further details, scan the code > Payment in lieu of salary for captives: On February 4, 2024, the government adopted Resolution 1379 proposed by the Prime Minister and the Minister of Labor awarding captives payment in lieu of salary, following which an agreement was signed between the NII and the Treasury in accordance with Section 9 of the National Insurance Institute Law. On July 28, 2024, the Special Remuneration in lieu of Salary for Captives and Missing Persons Law was approved until October 2026, with an option for 12-month extensions upon an order issued by the Minister of Labor. The remuneration is calculated according to the following criteria: For salaried employees: the average of the captive's reported salaries during the three months prior to the abduction. For self-employed captives: according to NII advance payments for 2022 or for 2023, the higher of the two. Captives receiving a pension or not working: the payment will not be less than 7,300 NIS (or less than 9,500 NIS for a parent) and will not exceed 50,000 NIS. Captives without income during the relevant period will also receive a payment. Soldiers and Foreigners: will also be eligible to the basic payment.

C. Emotional Therapy

Emotional therapy is paid for by the NII for parents, partners, children and siblings, and for those returning from captivity. Furthermore, the Ministry of Welfare, the Ministry of Health, and the Ministry of Education provide emotional therapy services to additional relatives of returned captives. The Natonal Insurance Institute - NII (Bituach Leumi) ■ The rehabilitation workers at the NII branches (social workers with special training) are available to the families and are at their disposal for consultation, guidance and counselling for all rehabilitation-related needs - emotional, social, and family - and can assist in exercising rights and utilizing the various services. ■ In addition to the counselling given by the rehabilitation workers, partners, children, parents and siblings of captives/missing persons are entitled to funding for psychological therapy when, in the opinion of the rehabilitation worker, this therapy may benefit their emotional and functional state. ■ Funding of the therapy is subject to an agreement between the entitled individual and the rehabilitation worker that inclues the problems that need addressing, therapy goals, evaluation regarding the therapy's success, and the type of therapy required, as well as the therapist's expertise. ■ In this database, you can find a therapy suitable for you, according to your location, the type of therapy, expertise, professional training etc. Emotional Counselling and Therapy:

Alternative medicine:

In addition to the emotional therapy, assistance can be received for funding alternative medicine treatments.

Ministry of Welfare The Ministry of Welfare provides services via the welfare departments in the local authorities according to needs raised by the families.

General service via a telephone hotline:

■ 118 Hotline - the hotline of the Ministry of Welfare and Social Affairs (calls are free). The hotline is staffed by a social worker. You can also contact the hotline by sending a text message to 050-2270118. The hotline operates 24/7 for 364 days a year (except Yom Kippur).

Department of Social Services: The Department of Social Services provides social services for individuals, families and communities. Each local authority has a department of social services that provides service for the residents of that authority. The department's role focuses

on providing skilled professional services in areas of diagnosis, therapy, support, identification, prevention, safety and rehabilitation via social work's range of interventional therapy methods and approaches - individual, group, and communal. Accompanying families

1. In general, families of captives will be closely accompanied by a social worker of the local authority's Department of Social Services that will help them in organizing, exercising rights, and meeting various needs, including coordination and mediation with governmental and other entities. 2. Organizing: The Department of Social Services in the local authority to which the returning captives belong will assist as needed in addressing basic needs such as glasses, electrical appliances, basic furniture etc. 3. Home assistance: If needed, assistance will be given via a professional worker who can help with cleaning or home organization such as in families with young children etc. 4. Therapy groups with professional moderators for captives' immediate and second-tier families (including grandparents) - for more information, contact the local authority's social worker. 5. Material assistance for individuals, children, and young adults in the community, including food vouchers, basic home equipment - for more information, contact the local authority's social worker. You can contact the coordinating social worker in the department of social services at the local authority for further information and assistance according to the details above.

Families and Children

Couples and family therapy stations ■ A professional framework with expertise in the field of couples and family therapy, the objective of which is to assist family members contend with various life events and crises. The stations can be contacted via the social worker in the local authority's department of social services. Children and parents' centers and "routes to parenting": ■ A professional framework with a broad perspective and expertise in the child-parent relationship, that aims to strengthen the connection between parents and their children through counselling for parents, personal, group, and communal therapy. For more details, contact the social worker in the local authority's department of social services. Parenting programs for families with preschool children: ■ Assistance for families who encounter difficulties in raising children or in parental functioning with the aim of advancing the children's proper development. ■ If you have experienced a loss in the family, you can take part in therapy programs for grieving senior citizens that include individual therapy and the creation of support groups. The therapy is provided jointly by social workers, therapists, and social workers via the Department of Social Services. Remote welfare services on the 'Uniper' website: ■ As part of the service, senior citizens can participate in group discussions led by professional facilitators, benefit from various activities and workshops, with an emphasis on physical activity and a healthy lifestyle, and to take part in lectures and courses in a variety of subjects. Supportive Communities: ■ A program that provides its members with a variety of services that assist in creating a sense of security, belonging and quality of life. Among other things, the program offers social and cultural activities, light home maintenance, a distress beeper linked to an emergency center, and related subsidized medical services.

Day Centers: ■ The day center is aimed to enable senior citizens to remain at home with their family, while providing a comprehensive daily care with the objective of strengthening the senior citizen's sense of belonging, reducing their sense of loneliness, and to prevent or defer dependency. The basket of services provided to the senior citizens includes travel to and from their home, meals, personal therapy, social and cultural activities, and social care. Coordinated Therapy: ■ A program that operates in approximately 30 local authorities, in conjunction with the Ministry of Health and the Kupot Cholim. Combined teams of a social worker and nurse provide an integrated and holistic solution for senior citizens in complex social, functional, and medical situations.

Young Adults:

The 'Yated' Program operated by Ministry of Welfare and Social Affairs coordinates the solutions for young adults in areas affected by combat in general, and for those in the Gaza Envelope area and survivors of the parties in particular. The services provided by 'Yated' are further restricted to young adults up to the age of 30. "Returning" young adults and young adults who are relatives of captives can receive 'Yated' services via two main channels: ■ Eligibility for all the 'Yated' Program's services via the Department of Social Services and / or direct nationwide services provided by different organizations and non-profits. Details of the services provided by 'Yated' can be found on the 'Yated' website and are updated periodically. People with Disabilities

A focused emotional response for trauma and crisis provided by expert professional therapists for people with disabilities. The service is given in person or online and includes guidance and emotional therapy for a disabled person, their family and their service providers. The therapeutic response includes emotional processing and guidance for the disabled person and their family, parental guidance and other services.

The National Insurance Institute (Bituach Leumi) Health insurance: ■ Partners and parents of captives or missing persons, and children both of whose parents are missing or captives, whose NII premiums are deducted from their salary or from other income, will receive "participation in NII premiums" as part of their monthly benefits. ■ If they have no income, health insurance premiums will be deducted from their monthly benefits, to maintain their health insurance rights. Ministry of Health The Ministry of Health ascribes significant importance to preserving family members' ongoing health. As such, the healthcare system has prepared solutions that have been adapted to your needs. ■ Via its representatives on the Administration, the Ministry of Health helps exercise rights and receive quick and personalized medical services from the kupot cholim and other existing public services. In the event of any problem, you can contact the ministry's representatives through the Administration's family counsellor, and we will make every effort to assist. ■ Furthermore, the Ministry of Health operates a user-friendly website about rights during the war. The website presents information about emotional therapy, coping with anxiety, emergency hotlines and updated protocols for treating returnees.

Ministry of Education responses for students whose family members are captive, missing, returnees, and for student returnees:

The Ministry of Education places great importance on accompanying and supporting students with a captive family member and who are dealing with endless worry and tremendous concern about the captive's physical and emotional state. The complex reality, uncertainty, the worry for the family member and the efforts invested in returning the captives all require the intervention of educational teams to provide emotional, social and academic support for students and assistance in returning them to a functional routine. The Ministry of Education is committed to making every effort to accompany the families and the students, to assist them with sensitivity and professionalism, and to help them develop abilities to cope and strengthen resilience, while restoring them to a maximum degree of functional routine, and helping to instill in them a positive outlook and a sense of hope. Any arising needs should be shared with the school's educational staff and the Administration's family officer (a senior representative of the Ministry of Education is a member of the Administration). The educational teams will maintain ongoing contact with the students and family members: ■ Personal contact of a teacher/preschool teacher with the student while coordinating with the parents or the person responsible for the student. ■ Personal contact of a teacher/preschool teacher with the student's parents or with the person responsible for the student.

■ An educational guide - the teacher/preschool teacher/counsellor/ principal will serve as an educational guide and will maintain ongoing and continuous contact with the students and their families. ■ Emotional education program - a program will be designed for accompanying students and supporting them together with their parents or the people responsible for the students, and with other relevant parties in the community. Principles in the educational institution's systemic effort to implement long-term student guidance: ■ Safeguarding the privacy of students and their families among the staff and students. ■ The intervention process - the staff of the educational institution, led by the principal, will accompany and guide the students and their families according to their unique and varying needs. ■ Emotional and therapeutic guidance - a counsellor or psychologist from/on behalf of the educational-psychological service will accompany the students and their families as needed. ■ Transfer of students to a different educational institution - the new educational institution and the educational staff will be updated and will assist in receiving the students in accordance with the wishes of the students and their families. ■ Academic, emotional, and social support - will be given in accordance with developmental emphases according to age groups as defined in the Director-General's memo "Accompanying Students Following an Ongoing Crisis". F. Assistance for Businesses ■ Every business is entitled to financial-business consultation with the aim of stabilizing the business via the Agency for Small and Medium Businesses of the Ministry of Economy. Businesses will be entitled to consultancy hours from an expert licensed by the Ministry of Economy, and to the construction of a financial-business plan according to the needs of each business. ■ The Administration and the various government departments conduct a round table for self-employed people that discusses problems caused to the business due to the war and the events of October 7 in order to provide access to different avenues of compensation.

G. Judicial Assistance, Guidance and Legal Advice Ministry of Justice ■ Legal advice is given to families of the captives and missing persons to help them exercise their rights and address the legal needs related to the abduction or disappearance, including receiving benefits, processing insurance claims, taking care of financial matters and debts, work-related issues, family law and personal status, NII, housing issues, guardianship, minors' rights and other issues. ■ A lawyer will be appointed to accompany your family, and to advise and represent you when needed. ■ Free assistance is funded and supervised by the Legal Aid Unit in the Ministry of Justice, and is given to first-degree family members (parents, children, siblings and partners) contending with different legal difficulties and needs resulting from the abduction. H. Motor Vehicle and Mobility

Benefits related to mobility and a motor vehicle for partners, parents and children of captives/missing persons:

Domestic flights:

■ Families of captives and missing persons are entitled to return flights free of charge from the Ramon Airport to Ben Gurion Airport (the same benefit given to families of evacuees). ■ The benefit of free flights to Eilat has been extended until the end of the approved evacuation period.

"Rav-Kav"

■ The Ministry of Transport and Road Safety and the National Public Transport Authority grant families of captives and missing persons an extended monthly pass free of charge. ■ The pass enables free travel on public transport throughout Israel and using all forms of public transport (including Israel Railways). ■ As of preparing this booklet, the benefits has been extended until 30.09.2024 (to be extended periodically). Housing Benefits for Partners, Parents and Children of Kidnapped/ Missing Persons:

■ Loans and grants for housing for partners and parents of captives/ missing persons ■ Assistance in financing private rental housing ■ Housing grant for children of captives/missing persons For more information on housing benefits, scan the code > Administration ■ The head of the housing desk at the Administration coordinates the needs and solutions related to temporary and permanent housing with the other relevant entities: The Ministry of Tourism, the 'Tekuma' Administration, the Ministry of Construction and Housing, and others. ■ For any needs or questions related to the following or other issues, please contact the family counsellor who will transfer the query to the head of the desk: • Being evacuated from their homes, evacuated families of captives are entitled to housing in hotels or to occupancy grants. If a temporary housing solution has already been arranged for the entire community via 'Tekuma', they are entitled to these solutions or to recognition as being separately entitled if they choose not to adopt the community arrangement. • First-degree family members of captives are entitled to temporarily stay in hotels, subject to the agreement with the Ministry of Tourism, for different needs (medical treatment, meetings with senior officials, respite etc.), valid until 7.7.24.

Vacations:

■ You may spend a short vacation at a retirement home for independent or debilitated people to "recharge your batteries". For information about vacations for senior citizens, scan the code >

■ Residents of the retirement home receive comprehensive 24-hour services that include accommodation, nursing supervision, meals, social activities, exercising rights together with a social worker, and assistance with daily tasks.

Placement in private assisted living supervised by the ministry:

■ For senior citizens who have returned from captivity and live in local authorities included in the government resolution regarding evacuation, the stay in the assisted living facility is financed by the ministry. The assisted living enables residents to conduct an independent lifestyle in a separate apartment. ■ Intended for independent senior citizens and includes accommodation in a complex adapted for senior citizens, a reception desk staffed 24 hours a day, guidance of a social worker, social and group activities, cleaning and maintenance.

J. Banking and Credit Card Benefits These benefits are given by the banks and credit card companies and so requests for the benefits should be directed to them or to the family counsellor who can assist via the Administration's financial desk. Banks ■ Captives or missing persons, or first-degree family members of captives or missing persons (hereinafter: "the eligible population" or "the eligible") have been recognized as eligible for a deferral of up to three months in their mortgage payments without fees or added interest due to the deferral, from October 2023. This temporary order was extended until June 30, 2024. Some of the banks grant additional mortgage payment benefits - it is recommended to check with your bank. Deferral of mortgage payments: Deferral of payments on other loans (not mortgages) taken from the bank or credit card company: ■ The eligible population may defer repayments of loans taken from the banks or credit card companies for a period of three months, without fees. ■ Repayments of household loans will be possible for accumulated loans of up to 100,000 NIS. ■ The borrowers will not be charged interest for the period of deferral. In addition, they may ask the bank or credit card company to consider a further extension.

Deferring payments on business loans:

The eligible population may defer repayments as detailed below: ■ Loans from credit card Companies - businesses with an annual clearing revenue of up to 2 million NIS are entitled to defer payments for three months on accumulated loans of up to 300,000 NIS. ■ Loans from banks - businesses with an annual turnover of up to 25 million NIS are entitled to defer payments for a period of three months on accumulated loans of up to 2 million NIS. ■ Households - the exemption will be given to accounts of the eligible population whose account had a negative balance immediately prior to publication of the settlement. The exemption from interest will be given for three months on a sum of up to 10,000 NIS. ■ Business accounts - the exemption will be given to businesses with an annual turnover of up to 5 million NIS and whose account had a negative balance immediately prior to publication of the settlement. The exemption from interest will be given for three months on debit balances of up to 30,000 NIS (on condition that this balance does not exceed the approved overdraft facility). Exemption from interest on negative balance in current account:

Suspension of limited bank account as the result of checks refused due to "insufficient funds": ■ The below is relevant for checks that were returned due to "insufficient funds" between 7.10.23-21.1.24. ■ According to the emergency regulations published by the Minister of Justice, captives and their first-degree family members who issued checks from an account registered in their name that were refused due to insufficient funds may contact their bank and request to remove these checks from the list that leads to the account being limited, and from the list intended as a caution for up to 5 checks refused due to insufficient funds (this caution influences the indication of a solvency problem transmitted from the credit agencies). Important: this right can also be exercised retroactively i.e., you may contact the bank after 21.1.2024 to request to remove checks refused between 7.10.2023-21.1.2024.

Banks and Credit Card Companies Exemption from fees:

■ The banks and credit card companies grant an exemption for three months from most of the current account fees, excluding transactions in foreign currency, securities, foreign trade and others. Protection from seizure of the grant: ■ The eligibility to a payment granted to families of captives and missing persons cannot be seized or subject to lien or transferred to another person, as long as the money has not yet been paid to those eligible to it. ■ If the payment has already been transferred to the eligible person's bank account, it cannot be seized, made subject to a lien or transferred to another person for 90 days from the day of payment (after which no such restriction exists). ■ Nevertheless, in cases when those eligible for the grant owe child support according to a court or a rabbinic Beit Din, this eligibility may be seized, made subject to a lien or transferred to those entitled to receive the child support payments.

K. Professional Rehabilitation

National Insurance Institute

Professional training and higher education for partners and children of captives/missing persons:

■ Eligible for funding: • Partners

• Children whose parent was captured or missing before the child reached age 21 will be eligible for higher education if they begin their studies before age 30. • Children aged 18 and over both of whose parents are captured or missing.

What does the funding include?

■ Partners and children are eligible for funding of professional training until they complete their professional studies, or to funding of higher education until completing an undergraduate degree. The funding includes tuition fees and an annual grant for books and living expenses. ■ Assistance in funding overseas studies for partners and children - will be granted as part of the conditions and criteria for those studying in Israel. The funding will be given in NIS. Assistance with professional training for parents of captives/missing persons: ■ Parents are eligible for consultation when choosing a profession and assistance in funding tuition, including professional training courses, enrichment courses, academic studies, and learning Hebrew. Independent Financial Rehabilitation ■ Parents, partners and children of captives/missing persons seeking to strengthen an existing independent business - are eligible for a loan in accordance with the maximum loan levels determined periodically. ■ Furthermore, they are also eligible for a one-time grant for reimbursement of purchase tax paid on one item only - applicable to equipment purchased for an independent business or to strengthen it. ■ The level of the grant will be determined by the Rehabilitation Committee.

The Ministry of Welfare and Social Affairs

The "Noshmim Lirvacha" ("Take a Breath") Program and "Otzma" Centers:

■ These programs operate in local authorities around Israel for families in financial distress and that need vocational guidance to exercise rights, to improve skills needed to manage family finances etc. Enquiries can be made via the social worker in the local authority's social services department.

L. The Tax Authority

The Administration ■ The family's counsellor, via the Administration's financial desk, will provide assistance in addressing issues with the Tax Authority on the following issues: • Assistance to businesses with V.A.T, Property tax etc. • Handling property tax claims (vehicles, apartments, contents).

M. Capital Market Authority, Insurance and Savings Authority Preserving Pension Rights The pension rights of captives will be preserved during their time in captivity by continuing regular deposits to their pension savings plan, that will maintain both a continuous sequence of the insurance coverages that existed in their pension product immediately prior to their abduction, and the continued accumulation of capital in their pension account. ■ In accordance with legislation, the captives and missing persons are entitled to the continued transfer of all deposits to their pension savings plan. For salaried employees, the deposits are made by the employer (who receives indemnification from the NII) while for the self-employed, the deposits are made directly by the NII. Furthermore, the NII will also continue to make these deposits in cases where the captive's employment ended during the five months prior to their abduction. National Insurance Institute ■ An amendment to the Protection of Workers at the Time of Emergency Law (Amendment No. 5 and Temporary Order Iron Swords)-2023 from 28.11.23 determined the continued deposits to provident/pension funds of each captive and missing person until 6.10.25, in order to maintain the sequence of their pension rights, in accordance with legal provisions. Administration ■ The Administration can be contacted for assistance in clarifying details about pension funds and insurance policies of captives, missing persons, and returnees, in accordance with legal provisions and the regulations of the Capital Market Authority, Insurance and Savings Authority. N. Funding Overseas Travel

General As part of promoting the efforts to free or locate hostages, captives and missing persons - efforts that involve, among other things, travel of family members to different places overseas to advance the captives issue in the global agenda - funding of travel expenses will be granted according to the details below.

Existing options:

■ Delegations on behalf of the various relevant government departments (The Kidnapped and Missing Persons, Returnees, and their Families Administration, The Ministry of Foreign Affairs, and the Ministry for Diaspora Affairs). ■ Each family has the right, by virtue of the Financing the Expenses of Families of Captives, Abductees and Missing Persons Law-2008 (hereinafter: "the law"), to receive funding for an individual trip initiated by the family to advance their cause. ■ A dedicated committee operates in the Ministry of Defense to discuss and examine whether to approve requests of family members to fund their expenses according to Section 2 of the law.

Exercising the right:

■ The right to funding is extended to first-degree family members of captives. However, because there are currently families where the family members capable of representing the family overseas are not first-degree family members, a request can be submitted to the committee to approve "an agreed upon family member".
