Organizational Identity Card – Provision of Assistance to Palestinians who are Defined as Refugees throughout the Middle East UNRWA vis-à-vis UNHCR (the United Nations High Commissioner for Refugees) 03 When UNRWA began operating in 1950, it addressed the needs of approximately 750,000 Palestinian refugees. Presently, about 5.9 million Palestinian refugees are entitled to receive services from UNRWA – eight times their original number . This increase stems from the fact that UNRWA enables Palestinian parents to bequeath their refugee status to their children, generation after generation, unlike all other refugees around the world. Evidence indicates that UNRWA’s formal numbers are inflated , as a due process of verification and registration of Palestinian refugees will unavoidably impair its influence and the budget it receives. While the United Nations High Commissioner for Refugees is responsible for facilitating the “return and resettlement” of refugees as well as their “assimilation with new national communities”, UNRWA does not have a mandate to resettle the Palestinian refugees and its main incentive is to preserve the status quo. While UNRWA has over 30,000 employees responsible for about 5.9m Palestinian refugees, 18,000 UNHCR employees care for about 59m refugees worldwide. UNRWA has more than twice as many employees as UNHCR , but at the same time only cares for approx. 10% of the number of UNHCR's refugees . While other UN agencies like UNHCR or UNICEF refrain from employing local workers, UNRWA mainly hires locally. As a result, after the local Hamas government, UNRWA is the largest employer in the Gaza Strip . While UNCHR uses iris scans in some regions to gain an overview of the refugees receiving assistance, UNRWA refuses to register and verify Palestinian refugees . While the United Nations High Commissioner for Refugees (UNHCR) is responsible for providing solutions for refugee problems throughout the world, UNRWA is solely responsible for the Palestinian refugees, without a mandate for solving their problems in the long term.

in the Massacre of October 7, 2023 and whitewashing of Hamas' infiltration of the organization
The Ministry of Defence provided testimonies and evidence stating that UNRWA employees were involved in the surprise attack on Israel. January 2024: Israel's Ministry of Defence released evidence proving that UNRWA employees were involved in Hamas' monstrous attack on Israel on October 7th, 2023. In response, UNWRA fired several of said employees. UNWRA promised that "Any UNRWA employee who was involved in acts of terror will be held accountable, including through criminal prosecution." However, until now, UNWRA has failed to take any concrete action . Israel has provided the agency with evidence that hundreds UNRWA employees are members of the Hamas military wing. UNRWA does not consider Hamas a terrorist organization, and therefore does not prevent anyone with links to Hamas from working with the agency. Intelligence shows that Hamas considers UNRWA an essential asset both for maintaining its rule over Gaza and for exploiting the agency's facilities to build terror infrastructure. Hamas' links to UNWRA is not a case of "a few rotten apples", as some have tried to portray it. UNWRA Director Lazzarini does not enforce the prohibition on membership in armed groups. The "Action Plan" presented by UNRWA to its donors did not contain steps to identify and dismiss employees who are members of armed groups. In July, after receiving a list of 100 UNRWA staff who are Hamas or PIJ's military operatives, Lazzarini neither suspended them nor launched an independent investigation . In August, a UN probe confirmed participation of UNRWA staff in the 7.10 massacre. The probe by the UN's Office of Internal Oversight Services (OIOS) declared that Israel's assertions about the involvement of UNRWA employees in the October 7 massacre are credible and true. Yet, UNWRA has not taken new steps to remove Hamas' operatives from its staff.

A case of special concern is Hamas' infiltration into the UNWRA educational department: Over 10% of senior UNRWA educators in Gaza (school principals or deputy principals, directors or deputy directors of training centers) have been exposed as members of Hamas or Islamic Jihad. Over thirty UNRWA facilities including schools in Gaza have been found to contain terror infrastructures such as weapon storage and tunnel shafts, reflecting a possibly systematic abuse of the status of these facilities for terrorist purposes. Hamas operated a high-end server farm directly under UNRWA's Gaza headquarters, with communication and electricity cables connecting both compounds. Case study: 2 UNRWA Teachers who Participated in the October 7 Attack. In the first recording, a terrorist who works as an Arabic teacher at an UNRWA school in Dir al-Balah describes his entry into Israeli territory and reports that he is holding Israeli hostages. In the second recording, another terrorist who works as an UNRWA elementary school teacher in Khan Yunis reports that he is inside Israeli territory.

UNRWA teachers upload posts that glorify Hamas’ attack on October 7.According to the report, this is a systemic issue and the organization’s self-control mechanisms fail to function and criticize this phenomena.

82 UNRWA teachers and other staff members connected to about 30 UNRWA schools were found to be involved in composing, supervising, authorizing, printing and distributing hate content to students. The Executive Director of the UN-Watch Organization revealed correspondence in a UNRWA Telegram group consisting of about 3,000 teachers who celebrated the massacre and rape committed by Hamas terrorists on October 7.
On October 7, Sarah Alderawy, an English teacher at a UNRWA school in Gaza, posted a video of Hamas terrorists walking around Sderot while shooting at civilians. who Support Terrorism
For decades, the official Palestinian educational system has promoted incitement to terrorism and violence. This includes glorifying terrorists—martyrs and prisoners—while obfuscating the existence of the State of Israel and portraying Jews in a demonic manner. 1. Components of the official Educational System The educational system includes the teaching staff, teachers' guides, textbooks, higher education programs, and summer camps for children and youth in Judea & Samaria, and the Gaza Strip. 2.Educational Environment The educational environment, including schools (sometimes named after terrorists), class and school activities, and social networks, all serve as a vehicle for transmitting the Palestinian Authority's messages in the context of the conflict with Israel. This includes: Calls for Violent Struggle: Advocating for the liberation of all territories, including those within Israel's 1967 borders, glorifying terrorism, and encouraging the murder of Jews. Delegitimization of Israel: Denying the existence of the State of Israel and the historical presence of Jews in the land, including their holy sites. Demonization of Jews and Israel: Promoting negative stereotypes and hostility towards Jews and Israel. 3. Glorification of Terrorists The glorification of terrorists occurs on a large scale within Palestinian Authority territories through rallies, street naming, competitions, and official ceremonies. Terrorists are often presented as role models for children and teenagers. Notable examples include: Schools Named After Terrorists "Amin al-Hussaini" elementary and middle school for boys in Ramallah. Named after the Mufti of Jerusalem during the British Mandate who collaborated with Nazi Germany. "Dalal Al-Mughrabi" elementary school for girls in Hebron. Named after a terrorist who led the 1978 coastal road attack, killing 35 Israelis.

"Abdullah Azzam" elementary school in Jenin. Named after a founder of Al-Qaeda, of Palestinian origin. "Nashat Abu Jabara" elementary school in Tulkarm. - Named after a Hamas operative who created explosive belts used in attacks against Israeli civilians. Summer camps in Judea & Samaria 1 Every year, summer camps are held for Palestinian children in Judea & Samaria. These camps, sponsored by the Higher Council for Youth and Sports (part of the PLO and headed by Jibril Rajoub 2 ), are attended by approximately 65,000 children. The camps promote the glorification of terrorists, non-recognition of Israel, and calls for the return of Palestinian refugees to their original homes, including those inside Israel.

4. Aggravation Following Recent Events The trends mentioned above have intensified following the massacre committed by Hamas and other terrorist organizations on Simchat Torah (October 7th). This has led to increased incitement and hatred supervised by teaching staff in various schools in Judea and Samaria. Extremist Content in Educational Messages Following the October 7th massacre, the Palestinian Authority's education system and institutional social networks have displayed extremist content:
a. Teachers' Organization Statement (October 10th, 2023) The Palestinian Teachers' Organization published a letter glorifying the Hamas massacre, stating: "Today our Palestinian people are in the most wonderful war that humiliates the oppressive occupation and the best of its soldiers are in a state of defeat at the hands of the best of our Palestinian people... The violent Israeli bombardment that hit civilian homes, residential towers, mosques and universities proves the confusion of the current occupation and its inability to fight the heroes of the Palestinian resistance... The heroes of the resistance tore and trampled their own army... (Israel's)

b. School Activities Glorifying October 7th:
Hebron Elementary School: Posted a drawing of a Palestinian preparing to behead a Jew, shared as a show of support for Palestine and Gaza.
Kabatia Elementary School: Posted a photo of students with placards depicting Palestinians standing on an Israeli tank, shared to show solidarity with Gaza
Nablus High School for Girls: Held an event for the anniversary of the Balfour Declaration, portraying it as the root of the Israeli occupation, and posted a drawing of a Palestinian sweeping the Israeli flag from the Al-Aqsa Mosque grounds
These examples illustrate the extent of incitement and promotion of violence within the Palestinian Authority's education system, contributing to ongoing conflict and undermining prospects for peace.

Despite Numerous Funding Sources
About 93% of UNRWA’s funding sources derive from voluntary donations from UN member states, among them prominent non-governmental organizations and Islamic aid organizations.

In 2023, UNRWA’s budget was 1.6 billion dollars . Approximately 50.4% of donations to UNRWA come from the USA, Germany, the European Union, Sweden, Norway, Japan, France, Saudi Arabia and Switzerland. In light of the evidence regarding the participation of its employees in the October 7 attack, at least 16 donor countries – including the two leading donors – USA and Germany – have frozen funding to UNRWA. Despite the large budget, in September 2023, UNRWA claimed that its annual budget is insufficient to implement its mandate of assisting the Palestinian refugees. This can be attributed to UNRWA’s failure to streamline its operations , due to the active opposition of Palestinian refugees to use technology for any logistical and economic streamlining, fearing that the new method will be utilized to verify and reduce the number of registered refugees.

with Pro-Palestinian Charities and Human Rights Organizations
UNRWA has officially cooperated in recent years with third sector organizations that have close ties to Hamas, including receiving funding from these organizations.
Criticism by an Associate Director of HRW EU Advocacy about the cessation of various countries’ funding to UNRWA, following the exposure of its employees’ participation in the surprise attack, January 2024.
Signing a 1.17 million dollars partnership agreement between representatives of UNRWA and the Qatari charity, June 2023.
UNRWA organizes joint conferences with a UK-based pro-Palestinian charity, which was designated in 2003 by the USA as an organizations that contributes to Hamas funding.
A Qatari non-profit organization, that was declared part of Hamas infrastructure by Israel and the USA in 2008, and which engages in numerous collaborations with UNRWA.

Palestinian Return Centre (PRC) The UK-based Palestinian Return Center (PRC) was designated by Israel as an "impermissible association" in 2010. PRC supports and advocates for UNRWA. In 2019, the PRC published a book commemorating the 70th anniversary of UNRWA, following a seminar held in London in collaboration with the Al Jazeera Center for Studies and the European Center for Palestinian Studies at the University of Exeter.
The International Islamic Charity Organization (IICO)
The Kuwait-based IICO is one of the largest funds in the Muslim world. In 2001, Israel declared the foundation as an “impermissible association” due to Hamas funding. Between 2020-2022, the foundation donated over a million dollars to UNRWA for refugees in Gaza.

Summary and Recommendations UNWRA Employees in Gaza were active in committing the 7.10 massacre on Israel. Despite evidence that UNRWA employees in Gaza are members of Hamas, they continue to work for the Agency. Hamas has infilatrated the educational system run by UNWRA and uses it as a platform to spread incitement to violence and Antisemitism. UNRWA is part of the problem and not part of the solution. UNRWA in Gaza must be closed down, and replaced with an independent agency securing the flow of humanitarian aid.
